Provincial Governance Reform Roadmap – 2019 Annual Reform Action Plan Validation

The issuance of the Department of the Interior and Local Government (DILG)-Department of Budget and Management (DBM) Joint Memorandum Circular No. 2017-002 dated 26 April 2017 on the Implementation Guidelines of the Conditional Matching Grant of Provinces (CMGP), prompted the Provincial Government of Oriental Mindoro to prepare the Provincial Governance Reform Roadmap (PGRR) by the last quarter of 2018 through the assistance of the United Nations Development Programme (UNDP). This is to strengthen provincial road capacities in Local Road Management and Public Financial Management. The document was adopted by the Sangguniang Panlalawigan through Resolution No. 4580-2-19 and was submitted to the CMGP Project Management Office (PMO) last 19 February 2019.

The Annual Reform Action Plan (ARAP) is one of the sections of the PGRR which details how the roadmap will be operationally implemented for the year in terms of activity plans, objectives, deliverables, timelines, responsible office/s, budgets and support agencies. In order to monitor ARAP implementation in the province, DILG regional staff conducted validation last October 2-3, 2019, facilitated by the Provincial Planning and Development Office – Monitoring and Evaluation Division. The Local Road Management Team (LRMT) prepared/gathered the necessary documents for the said activity.

A Needs Assessment Survey for capacity enhancement of the Provincial Engineering Office’s technical personnel was undertaken by Engr. Alexis Diama, UNDP Engineer, October 1, 2019. Engr. Mylene S. Sales, CMGP Regional Coordinator gave updates on the CMGP implementation and discussed the Fiscal Year 2020 fund release requirements to the Provincial Governor and the LRMT during the Pre-Conference.

Ms. Doris Melgar also conducted an Orientation on the Governance Holistic Undertaking on Bridging Solutions (G-HUBS) to the LRMT. The G-HUBS will serve as a knowledge development and management center, conducting assessment and studies that will lead to the development of governance reforms to enhance road governance and aligning the same towards the localization and eventual achievement of the Sustainable Development Goals.
